Join the Federation of Community Councils for an insightful session with Nolan Klouda from the Mayor’s Office as we pull back the curtain on the financial mechanics of our city. This session is designed specifically as a basic voter explainer to demystify the bond process. Nolan will walk through why municipal bonds exist in the first place, how they function as a tool for long-term planning, and why the law requires a public vote before the city can take on this type of debt. He will also cover the 2026 bond package and the projects they include, as well as the education levy.

The presentation will discuss how community projects are first identified as needs and prioritized for your spring ballot. We will discuss how these projects are prioritized and how the financing affects your property taxes over time.
