The Community Council Chair/President is the designated representative for their respective Community Council. Other representatives may be assigned either within Community Council by-laws or by delegation of the chair/president.

Administrative Support

The FCC provides a range of essential operational services to support the smooth functioning of Community Councils.

 

Digital Communications & Records

Staff actively maintain key digital assets for each Community Council, including:

  • The Council’s dedicated webpage on the FCC site.
  • The Council’s official email list-serv for member communication.
  • A digital archive for important Council documents.

 

Meeting Support Services

Our staff can assist with meeting preparations and logistics:

  • Email Reminders: We send reminders for upcoming meetings to your list-serv upon request, in accordance with Municipal Code 2.40.
  • Agenda & Document Posting: Staff post meeting agendas and supporting documents to your Council’s webpage.
  • Document Printing: We can print meeting documents for your Council. (Please provide at least one full business day’s notice for all printing requests).

 

Postal Mail Handling

Staff manage physical mailboxes for each Council.

  • Mailbox Access: Councils can access their designated mailbox at the FCC office.
  • Public Notice Processing: Official public notices received by mail are opened, scanned, and posted on the Council’s webpage Public Notice section. The original physical copy is placed in the mailbox for pickup.

 

Insurance Coverage

The FCC maintains insurance that benefits Councils in several ways:

  • Internal Coverage: We hold Business & Workman’s Compensation insurance for FCC operations/staff
  • Board of Delegates Coverage: Directors & Officers insurance for the FCC Board/ED.
  • Council Meeting Insurance: Official Community Council meetings are covered under an FCC insurance policy. A Certificate of Insurance (COI) is available upon request to provide proof of coverage. ASD receives the insurance COI annually from FCC Staff.
  • Special Event Insurance: Limited insurance coverage may be available for Council-sponsored special events (like fairs, large picnics, cleanups). Availability is limited, so please contact FCC staff well in advance to inquire about coverage for your specific event.

 

  • Council Webpage Management: FCC staff actively maintains your Council’s webpage hosted on the FCC site, handling routine updates and content changes. Should the Council Chair, or their designated representative, prefer to manage the webpage directly, please notify FCC staff.   • Zoom Account Access: FCC provides and manages Zoom accounts to facilitate virtual meetings for Community Councils. Our staff maintains the account access and login credentials. Contact FCC staff for assistance with scheduling or account details.

 

  • Membership List Access: Community Councils can request access to their membership lists (available in email or physical format) under specific conditions outlined in our policy. This ensures privacy and proper usage. Please review the Email Mailing List Distribution Policy to understand the requirements and request process.

 

The FCC leverages its non-profit status to provide essential financial support and services to Community Councils. If your Council needs assistance managing funds, applying for grants, or collecting donations, our Fiscal Sponsorship program can help.

 

Established in 2024, the FCC created a robust Fiscal Sponsorship policy designed to better support the diverse financial needs of Councils. Through this program, we offer:

 

  • Comprehensive Accounting Services: We can maintain a dedicated bank account for Councils’ sponsored funds, including collecting funds, processing payments via check, and managing reimbursements.
  • Grant Support: Utilize the FCC’s non-profit status to apply for and manage grants that require a 501(c)(3) recipient.
  • Donation Collection: Easily accept tax-deductible donations through the FCC’s established systems including our new online donation portal.
