The FCC is a membership nonprofit. Each of the 35 community councils selects one person to represent them. Every month, the delegates come together to collaborate and connect with each other and the Municipality of Anchorage.

Annually, the delegates elected seven to eleven people from amongst the current or previous delegates to serve on the Board of Directors. Directors serve two year terms and alternate seat elections.
