The RCCC area in Southeast Anchorage comprises larger lots (some with great views of Cook Inlet) with on-site utilities, areas of steep slopes, drainage challenges, and roads of inconsistent quality. The roads are either state roads (maintained by the state) or subdivision roads maintained by formal LRSAs (Limited Road Service Areas) or through individual efforts of residents.  High winds are a frequent occurrence. The Municipality of Anchorage's Comprehensive Plan includes the Hillside District Plan which guides the development of vacant lands.
